Adult female Border Collie and Adult Australian Shepherd mix in Abilene, Texas

These two girls (especially the Border Collie) need room to run to be happy.  The Border Collie's other name is "Houdini"!  Very sweet and loving to us but are quite territorial regarding their yard.  The Australian Shepherd mix is very maternal but has not had any puppies of her own.  Cookie is not so maternal and has had one litter (see ad for collie/chihuahua mix puppies).  I will have rabies vaccine's current before adoption.  I want them to be happy and loved but they can't run free in the city and I was just fined $325 dollars for failure to restrain.  Both have been raised with cats and kittens.  Please help!
